The California Department of Water Resources (DWR) announced that 6 Sacramento Valley resubmitted Groundwater Sustainability Plans (GSPs), which were previously deemed incomplete, have been approved. The approval of these GSPs for the Antelope, Bowman, Los Molinos, Red Bluff, Corning, and Colusa Subbasins brings the entire Sacramento Valley into compliance with the Sustainable Groundwater Management Act (SGMA). The Western Sacramento Valley Groundwater Sustainability Agencies (GSAs) worked hard to complete additional tasks during a short timeframe including over the 2024 holiday season, and now all GSAs in the Sacramento Valley have satisfied their requirement to demonstrate plans to reach groundwater sustainability by 2042.

Lisa Porta, P.E., M&A Principal Water Resources Engineer, supported revisions to the GSPs in Tehama and Glenn Counties, and particularly, the Corning Subbasin GSP.

“GSP revision was a tremendous lift by the GSAs in the Western Sacramento Valley Subbasins,” Lisa said. “It is a testament to their dedication to sustainable groundwater management that they reframed some key GSP items including working on Demand Management and Well Mitigation Plans to support long-term groundwater sustainability that benefits all groundwater users.”

The Sacramento Valley has a solid foundation to support efforts to reach groundwater sustainability by 2042. They have begun inter-basin coordination efforts to incorporate insights from neighboring subbasins.

In addition to supporting GSAs in the Sacramento Valley, M&A experts recently advised on the revision to Turlock Subbasin’s incomplete GSP, now also approved by DWR, and provided modeling support for the development of the approved Carpinteria Basin GSP. Previously approved GSPs supported by M&A include those for the Santa Margarita, Santa Cruz Mid-County, Salinas Valley, and Sonoma County Basins.
