M&A has supported Sonoma Water with Sustainable Groundwater Management Act (SGMA) technical analysis and policy development since 2019.

Sonoma County Water Agency

Location: Sonoma County, California
We were instrumental in developing the 3 approved Groundwater Sustainability Plans (GSPs) for the Santa Rosa Plain Subbasin, Petaluma Valley Basin, and Sonoma Valley Subbasin and continue to assist Sonoma Water with ongoing implementation tasks.

VISIÓN GENERAL

During GSP development, our team led revisions and improvements to groundwater models for each of the 3 basins. Work included peer review of 3 existing groundwater models, assessment of the adequacy of calibration, and revisions to input data and boundary conditions. We developed projected model simulations with climate change analysis, evaluated projects and management action scenarios, and developed detailed water budgets from the refined historical and projected model simulations. We also supported Sonoma Water with the development of Sustainable Management Criteria for the GSP during weekly policy discussions. M&A staff wrote and reviewed GSP sections and appendices, developed materials for Advisory Committee meetings and presented technical information, and participated in other technical meetings with stakeholders.

Since submittal of the first GSPs, our team helped address important data gaps, evaluating new data received. We are supporting development of programs for improved groundwater management and continue to refine models in preparation for the first 5-Year Periodic Evaluation of the 3 GSPs.

SERVICIOS

Groundwater-Surface Water Interactions and Groundwater-Dependent Ecosystems

  • Assisted with discussions at stakeholder workshops on interconnected surface water sustainable management criteria development
  • Reviewed multiple data sources such as from stream seepage runs, gage data, and shallow groundwater level monitoring wells to establish connection between surface water and aquifer interactions to fill data gaps
  • Developed novel approaches to evaluate potential groundwater-dependent ecosystems (GDEs) through satellite data analysis and inclusion of multiple lines of evidence such as climate data and environmental conditions
  • Presented technical information and facilitated discussions at stakeholder workshops to solicit additional input on methodology and local information

Modelado de agua subterránea

  • Reviewed existing integrated groundwater models, provided recommendations to refine the models, and led model refinements with GSP team
  • Developed water budgets from models and prepared documentation
  • Developed projection scenarios for projects and management actions including climate change and simulations of stormwater recharge and aquifer storage and recovery (ASR) scenarios
  • Assisted in selection of a global circulation model to simulate and communicate selection with stakeholders and developed sensitivity analysis on the climate change projections
  • Performed analysis and post-processing of these models to evaluate the scenarios against minimum thresholds and measurable objectives

Gestión de aguas subterráneas

  • Provided technical support and policy assistance to develop 3 GSPs to comply with SGMA
  • Helped develop sustainable management criteria and provided support on meetings with Advisory Committees and stakeholders to convey technical information
  • Helped strategize approaches for long-term sustainable groundwater management in the 3 basins
  • Developed an approach to remediate the recommended corrective actions and created implementation schedule for activities to be completed before the 5-year Periodic Evaluation of the GSP
  • Prepared comprehensive well inventory
  • Filled groundwater monitoring data gaps for seawater intrusion
  • Supported periodic review and annual report work
  • Developed field monitoring workplans
  • Developed a voluntary well metering workplan
