De ser as\u00ed, deber\u00e1n cumplir con requisitos adicionales relacionados con la limpieza de aguas subterr\u00e1neas y el cierre de la Unidad CCR.<\/p>\n<p>Como m\u00ednimo, el sistema de monitoreo debe incluir cuatro pozos, uno aguas arriba y tres aguas abajo, para cada Unidad; sin embargo, la EPA anticipa que la mayor\u00eda de las instalaciones requerir\u00e1n m\u00e1s pozos. El prop\u00f3sito de los pozos aguas arriba es establecer la calidad del agua subterr\u00e1nea de fondo en el acu\u00edfero superior. Los pozos de gradiente descendente, que deben estar ubicados lo m\u00e1s cerca posible del per\u00edmetro de gradiente descendente de cada Unidad CCR, se utilizan para evaluar los impactos y rastrear las tendencias en los constituyentes regulados. La Regla divide los par\u00e1metros de seguimiento en dos categor\u00edas: detecci\u00f3n y evaluaci\u00f3n. Los par\u00e1metros de detecci\u00f3n, que incluyen boro, calcio, cloruro, fluoruro, pH, sulfato y s\u00f3lidos disueltos totales, brindan informaci\u00f3n sobre si un acu\u00edfero se ha visto afectado por la descarga de una unidad CCR. Los par\u00e1metros de evaluaci\u00f3n, que son m\u00e1s extensos e incluyen algunos metales pesados y radiactivos, solo entran en juego cuando el monitoreo de detecci\u00f3n indica que se ha producido un impacto por encima de las l\u00edneas de base establecidas.<\/p>\n<p>Como cualquier regulaci\u00f3n ambiental importante, la Regla CCR es complicada. Tambi\u00e9n difiere en algunas formas significativas de las regulaciones estatales, como el programa de Permiso de Protecci\u00f3n de Acu\u00edferos (APP) de Arizona. Un desaf\u00edo es identificar el &quot;acu\u00edfero superior&quot;, especialmente en el suroeste, donde la profundidad del agua subterr\u00e1nea puede ser de cientos de pies y las zonas de saturaci\u00f3n pueden ser discontinuas. Otro es identificar ubicaciones apropiadas para pozos de fondo (aguas arriba), una tarea que puede ser dif\u00edcil si los acu\u00edferos son qu\u00edmicamente complejos o tienen una extensi\u00f3n de \u00e1rea limitada y\/o si la direcci\u00f3n del flujo de agua subterr\u00e1nea cambia con el tiempo en respuesta al bombeo o la recarga cercanos. Si bien la Regla reconoce varias condiciones geol\u00f3gicas e hidr\u00e1ulicas que justifican excepciones al uso de un pozo aguas arriba, tal determinaci\u00f3n requerir\u00e1 un conjunto de datos s\u00f3lido y una s\u00f3lida comprensi\u00f3n de las condiciones hidrogeol\u00f3gicas.<\/p>\n<p>Los productores de CCR tienen un plazo importante que cumplir: Dentro de los 30 meses siguientes a la fecha de publicaci\u00f3n de la Norma (17 de abril de 2015), deben recolectar <em>ocho<\/em> muestras estad\u00edsticamente independientes de los pozos gradiente arriba (fondo) y gradiente abajo. Se prefiere al menos 3 meses entre rondas de muestreo. Las muestras de agua subterr\u00e1nea deben analizarse tanto para la detecci\u00f3n como para la evaluaci\u00f3n de los constituyentes durante este per\u00edodo inicial. Adem\u00e1s, durante cada uno de los ocho eventos de muestreo, se deben medir las elevaciones del agua subterr\u00e1nea en cada pozo, y se debe estimar la velocidad y la direcci\u00f3n del flujo del agua subterr\u00e1nea en el acu\u00edfero superior.<\/p>\n<p>Dado el horizonte de muestreo de 30 meses, los productores de CCR deben comenzar a planificar estos nuevos requisitos y asegurarse de que cuentan con la cantidad, la ubicaci\u00f3n y la profundidad adecuadas de los pozos de monitoreo.
