La decisi\u00f3n del 2 de diciembre de 2025 de la Junta Estatal de Control de Recursos H\u00eddricos devolvi\u00f3 la subcuenca de aguas subterr\u00e1neas de Kaweah a la jurisdicci\u00f3n del Departamento de Recursos H\u00eddricos (DWR) en virtud de la Ley de Gesti\u00f3n Sostenible de Aguas Subterr\u00e1neas (SGMA).<\/strong><\/h4>\n<p><strong>Fondo<\/strong><\/p>\n<p>Tras casi tres a\u00f1os de intervenci\u00f3n estatal, la subcuenca de Kaweah fue liberada del per\u00edodo de prueba gracias a importantes esfuerzos t\u00e9cnicos y de colaboraci\u00f3n por parte de las Agencias de Sostenibilidad de Aguas Subterr\u00e1neas (GSA) locales y sus consultores. La decisi\u00f3n de la Junta Estatal de Control de Recursos H\u00eddricos (Junta Estatal) reconoce el progreso de la subcuenca en la revisi\u00f3n e implementaci\u00f3n de sus Planes de Sostenibilidad de Aguas Subterr\u00e1neas (PSS).<\/p>\n<p><strong>Contribuciones de M&amp;A<\/strong><\/p>\n<p>Gracias al liderazgo y la experiencia de M&amp;A, el equipo realiz\u00f3 contribuciones sustanciales en las siguientes \u00e1reas:<\/p>\n<ul>\n<li><strong>Liderazgo t\u00e9cnico:<\/strong> M&amp;A lider\u00f3 el desarrollo de modelos de subsidencia de tierras y objetivos de gesti\u00f3n del nivel de aguas subterr\u00e1neas, ayudando a las GSA a abordar deficiencias cr\u00edticas identificadas tanto por el DWR como por la Junta Estatal.<\/li>\n<li><strong>Modelado de aguas subterr\u00e1neas:<\/strong> M&amp;A actualiz\u00f3 y perfeccion\u00f3 el modelo de aguas subterr\u00e1neas de la subcuenca para respaldar mejor las decisiones de gesti\u00f3n sustentable y abordar los requisitos regulatorios.<\/li>\n<li><strong>Mercado de aguas subterr\u00e1neas:<\/strong> M&amp;A dise\u00f1\u00f3 reglas comerciales que sustentan el mercado de aguas subterr\u00e1neas de la subcuenca de Kaweah, garantizando una asignaci\u00f3n justa y transparente de los recursos h\u00eddricos.<\/li>\n<li><strong>Enmiendas al SGP:<\/strong> El segundo GSP enmendado de la GSA de Mid-Kaweah, redactado por M&amp;A, en colaboraci\u00f3n con los otros GSP enmendados de la GSA, proporcion\u00f3 la base t\u00e9cnica para las reformas de la subcuenca y el cumplimiento de los requisitos de la SGMA.<\/li>\n<li><strong>Participaci\u00f3n de las partes interesadas:<\/strong> El personal de M&amp;A aport\u00f3 su experiencia en eventos clave, incluida la reuni\u00f3n sobre el \u201cEstado de la subcuenca\u201d, y particip\u00f3 en numerosas sesiones de asesoramiento t\u00e9cnico con reguladores estatales.<\/li>\n<\/ul>\n<p>Con la supervisi\u00f3n devuelta al DWR, M&amp;A contin\u00faa apoyando a la GSA de Mid-Kaweah en la implementaci\u00f3n del monitoreo de aguas subterr\u00e1neas, estrategias de mitigaci\u00f3n de subsidencias y la gesti\u00f3n de la recarga de acu\u00edferos.
